I think you should talk to him! I think he is actually really interested in you, but is giving you hints for you to know so you could probably talk to him first... I think he's just a little hesitant to talk to you because he's not sure if you're in to him or not... Just give it a shot and talk to him.... Maybe just come up to him and say "Oh hey, long time no see! How's it been?" Or something casual like that if you don't want to come on to strong, but if you want to give him a small hint, say something like "Hey, it's great seeing you again! You're a sight for sore eyes, haha!" Anyways, whatever you do, goodluck!
