How does Floral foam prolong the life of cut flowers?

It doesn't. If you're talking about oasis, the green foam stuff for fresh flowers it's purpose is to arrange flowers, so that they're all in certain positions, and then it holds water, so that the flowers don't get dried out. It has nothing to do with prolonging life.
